Scenario:
When a project owner sends invitations to two members sequentially while having only one available license, the first invited user joins successfully and consumes the license. However, the second invited user is still able to join the project, even though no licenses are available.
Precondition : Project own must have 1 license
Steps to reproduce :
1. Login as project owner
2.Send invite two team member sequentailly
3.First user join the project & second member join

Expected Result : Only one user able join the project until project not purchase more license
Actual Result : User is able join the project
