While creating a contract, the Tenant dropdown displays applicants who have not yet been approved as tenants. The user is able to select an unapproved applicant and proceed with the contract creation process.
This behavior is incorrect because only applicants who have successfully completed the approval process and have been converted to tenants should be available in the Tenant selection dropdown. Displaying unapproved applicants may result in contracts being created for ineligible users and can lead to workflow inconsistencies.
